American senators are meeting during the weekend for the initial time since the federal closure began more than a month ago, but hopes for a bipartisan agreement on how to end the impasse appeared to recede as Republican senators floated a proposal toxic to Democrats: eliminating the ACA, known as Obamacare.
Deepening Impact of Government Shutdown
The impact on US citizens from the lengthiest shutdown of the US government in history worsened on Saturday, as government employees went unpaid, airlines were forced to ground planes and SNAP benefits have been delayed for 42 million Americans.
President's Proposal from Golf Course
As Saturday's session got started, Republican senators embraced a suggestion made on online platforms early Saturday by Donald Trump from his resort in West Palm Beach, for subsidies to be substituted by HSA-style accounts.
"I am recommending to Senate Republicans that the Billions of Dollars currently being sent to money sucking Insurance Companies in order to save the bad Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump wrote.
Republican Endorsement
Several Republican senators welcomed the proposal, which is similar to a replacement for Obamacare put forward in 2017.
"We will replace this failing program with something that is actually better for the consumer," one senator stated.
Another senator commended Trump's suggestion on social media, and stood next to a giant blow-up of Trump's post as he spoke on the Senate floor.
"I'm writing the bill right now," a third senator wrote in response to Trump's proposal. "We need to stop public funds from going to insurance companies and instead give it straight to Americans in health savings accounts and let them buy the health care they want."
Democratic Reaction
Democratic lawmakers expressed alarmed reactions to Trump's plan.
"In other words, Donald Trump's 'proposal' for health care is yet another calculated attempt to eliminate Obamacare," one Democratic senator stated. "It's the same failed Republican plan that's been defeated by the public and Congress."
Another lawmaker reacted to the censure of carriers by posting: "Oh, Trump and the Republicans dislike how the large insurance companies are ripping-off Americans. Seriously? Then I welcome your support for universal healthcare."
Ongoing Negotiations
The Senate adjourned without finding a solution, but Senate Republican leaders have indicated an openness to an emerging plan from a small group of centrist lawmakers to end the closure in exchange for a future vote on the Obamacare subsidies.
One Democratic senator, who is leading the talks among centrists, said that Democrats "require another path forward" after Republicans turned down an offer to restart the government and continue the subsidies for a year.
Another senior Democratic senator continued in arguing that Republicans should accept a one-year extension of the subsidies before negotiating the long-term of the subsidies.
"Inaction is derelict because people will go bankrupt, people will lose insurance, people will get more ill," the senator said in a floor speech. "That's what will happen if this Congress does nothing."
Political Situation
None of the Republican senators seemed to grapple with the fact that patients would still need to buy coverage from the same insurance companies, or that Republican legislators need the support of several Democrats to reopen the government, and the idea of eliminating and substituting Obamacare with HSAs is unlikely to earn a solitary Democratic vote.
Several observers suggested that the essence of such a proposal would eliminate the ACA's mandate that carriers cover patients with pre-existing conditions.
After his resort visit, Trump went back to his private club and doubled down on his demand that Republicans stop seeking compromise and try instead to eliminate and overhaul Obamacare with a iteration of the plan that failed to secure enough backing in 2017.
